Emergency Response Level 1 Awareness:

A level 1 emergency is a situation where hazardous materials can be contained, extinguished, or abated using immediately available resources. The Level 1 incident has little risk to the environment and public health when cleanup or containment is performed.

Emergency Response Level 2 Operations:

A level 2 emergency is a situation involving hazardous materials beyond the capabilities of emergency responders on the scene and possibly beyond the capabilities of public sector responders having jurisdiction. These incidents may require assistance from state or regional response teams and can pose a long-term risk to the environment and public health.

Emergency Response Level 3 Technician

Level 3 emergencies are situations involving hazardous materials beyond the capabilities of a single state or regional response team and require more assistance. These incidents can require assistance from multiple resources, including state, federal, and private industries. Level 3 incidents pose a significant, immediate, and long-term risk to the environment and public health.

 

A Level 3 emergency can be identified by:  

- Class 2 poisonous gasses, Class 1 explosives, organic peroxide, flammable solid, materials dangerous when wet, chlorine, fluorine, anhydrous ammonia, and radioactive materials or NFPA 3 and 4 special hazards, PCBs & fire, DOT inhalation hazard, and EPA extremely hazardous substances

- Large container sizes Examples: Tank cars/trucks, hopper cars/trucks, and stationary tanks, and the container integrity is damaged to the extent that rupture is possible

- A high risk of explosions or fire

- Leaks may not be able to be contained even with special resources

- Includes a large area with a large evacuation

- Environmental impact is severe
