Global Harmonization System

In 1983, OSHA issued the first Hazard Communication Standard (29 CFR 1910.1200), requiring that employers train and continuously provide information on the workplace's chemical hazards. OSHA updated this standard in 1994. In March 2012, OSHA reissued the HazCom Standard (29 CFR 1910.1200) to meet the Globally Harmonized System (GHS) of Classification and Labeling of Chemicals.

This new HazCom Standard, known by OSHA as HCS 2012, is a complete realignment of the rules regarding the employers, manufacturers, and distributors' roles in communicating hazards to workers. One of the mandates from OSHA is the training requirement that all employees have the new updated training by December 1, 2013.

New changes to the Hazard Communication Standard include:

Hazard Classification:
Chemical importers and manufacturers are now required to determine the hazards of chemicals they produce or import, including new information on health & physical hazards and classifying chemical mixtures.

Labels:
New GHS labels must include a signal word, hazard statement, pictogram, and precautionary statement for all hazard classes and categories.

Safety Data Sheets:
The old material safety data sheets (MSDS) are now just called safety data sheets (SDS) and require 16 sections.

The OSHA Hazard Communication now requires, œThat the chemical manufacturer, distributor, or importer provide Safety Data Sheets (SDSs) (formerly MSDSs or Material Safety Data Sheets) for each hazardous chemical to downstream users to communicate information on these hazards.
